Ms. Justine MBABAZI NIYIBIZI is a professional and experienced manager, with a vast experiencein Higher education Management, Diplomacy and Academic and Policy research.

Ms. Justine MBABAZI NIYIBIZI served as a First Counselor and Deputy Chief of Mission (DCM) at the Embassy of Rwanda in Washington DC. She has also vast experience in Management of Higher Education, where she was lecturer and researcher at the National university of Rwanda (NUR). At NUR, she was also a member of the academic team that developed the Masters program in Genocide studies program and the Master's program in Peace and Conflict Studies and further served as the pioneer coordinator for the Genocide studies Masters program.

She is a member of the Organisation for Social Science Research in the East and Southern Africa (OSSREA). She is also a member of the East Africa Political Science Association (EAPSA) and founder member of Rwanda women Leaders Caucus. Ms. Justine is further a member of the Women Foreign Policy Group (WFPG).

While Ms. Justine has also experience in Public administration, and was a member of the task team in charge of the monitoring and evaluation of the implementation of decentralization phase 1 and worked in local government as advisor to the Governor of EX-BUTARE Province.

she worked as a team leader of the Research team, which conducted the study on Political Pluralism and Power Sharing in Rwanda (2010) commissioned by Rwanda Senate. She has also offered Public lectures and addressed conferences in Africa, USA and Europe in the domain of Peace and Security, Conflict Analysis and Prevention, Governance and democracy, as well as home grown mechanisms.

Justine holds a Masters Degree in Migration Studies from the University of the Witwarsrand, (WITS) Johannesburg, South Africa, and a BA in Political Sciences from the National University of Rwanda (NUR).
